すべての成年に達したスイス国民は連邦、州、市町村レベルの議員選挙権だけでなく、市町村、州、連邦の議会が決議した法案に、国民投票・住民投票により信任するかどうかの意志を表明することができる。さらに、イニシアティヴによって、連邦憲法の改正を提案することができる。
